Hi Gabtek,
If you need just the PCB, you can order it from Elektor here (check the right column, in the “Order from Elektor” section). At the same page you can order a pre-programmed PIC microcontroller.

Yes, this project is open. You can find all of the project’s files under https://code.google.com/p/openusbfxs/source/browse/#svn%2Ftrunk. The Eagle files, including the layout, are under https://code.google.com/p/openusbfxs/source/browse/#svn%2Ftrunk%2FEagle-OPENUSBFXS-Dongle.
As for ordering, I used to offer some prototypes, but unfortunately this option is no longer available.
